Once the need to start a new program is identified, you should investigate the existing programs in your area.  They can offer a wealth of information and contacts.

You also need to determine where your program is going to reside.  If you wish to start a program in conjunction with, say, an assisted living facility or community center, you will need to contact the person in charge of activities.  It is highly recommended that you have at least an outline of your plan and estimated costs before speaking with this person.

Your outline should include information such as physical placement of the garden, who is responsible for it's supervision, sources of supplies, materials and funding.

Once you've formulated a fairly complete outline you should hold meetings with interested parties to discuss the particulars.
