Constitution


Article IV: Officers and Organization

Section 1.
The general membership will constitute the council as a whole. In addition, the elected Officers and faculty advisors will act as the Executive Committee and shall set council policy with the advise and consent of the council as a whole. Each member is entitled to one vote per issue.

Section 2.
The oficers elections will normally be held in the sping semester of the academic year.

Section 3:
Any active student member may be nominated for an office. Nominee must be in good standing with the University.

Section 4:
A. Nomination for Officers will be made one month before the general election. Nominations will be collected by the current President or delegated representative and made known to the General Membership. Officers will be elected at the general election by a simple majority (50%+1). An election will take place if the majority (50%+1) of the members are present.
B. Officer Vacancy: If an officer must relinquish their duties, a special election will be held at the next scheduled meeting: in addition, the newly elected officer will assume their duties immediately. The newly elected officer will hold the office for the balance of the term.
Section 5:
President: The President shall preside General and Executive meetings, appoint Committee Chairs, oversee all committees, and represent the organization at University, College, Department and HGC functions. The President shall be responsible for preparing an agenda two days prior to each meeting for officers and advisors. The President should also be responsible for reviewing the constitution. The President shall serve for one calendar year.
Vice President: The Vice President shall serve as President Pro Tempore in the absence of the President. Be responsible for HGC member awarness of the Scholarship and benefits which are funded by HGC. Shall help reviewing the constitution and coordinate the fund raising of the organization through the year.
Secretary: The Secretary shall compile and publish the minutes at all General and Executive meetings, provide a phone list which would be available for the entire membership, and provide a monthly newsletter and calendar of HGC activities for the membership.
Treasurer: The Treasurer shall collect the dues and keep a record of all paid members, be in charge of the organization's account in the Student Financial Center. Assist in the preparation of an annual budget and present it to the officers for approval, and prepare the present and itemized monthly report of HGC's financial status at General and Executive meetings. The treasurer shall be in charge of filing a tax return before January 20, every year.
The Social Chair: The Social Chair shall be responsible for arranging refreshments at General meetings, planning for HGC activities such as Welcome Party, Beers of the World, Wines of the World, Scavenger Hunt, International Dinner and any other HGC sponsored activity. The Social Chair should serve for one calendar year.
Graduate Student Council Representatives There must be two GSC Representatives from HGC. The Representatives must report from all activities of the GSC to the HGC membership during General and Executive meetings.

Article V:Advisors

In accordance with University Regulations, the organization shall have two Department of Horticulture Advisors. The advisors will be members of the Executive Committee and one advisor shall be required to approve disbursements according to the Student Finance Regulations. The advisors will be approved by a simple majority (50+1) by the general membership at the general election or by special election if needed due to vacancy.
